Dr. C.H. Bailey was Dean of the St. Paul Campus of the University of Minnesota at the time of the campaign for the new Veterinary College. Once the school was approved and funding appropriated, Dean Bailey was named dean and director of the Department of Agriculture, with the administration of the College of Agriculture, Forestry, Home Economics and the School of Veterinary Medicine under his supervision.
