Not all Americans accepted the rationing program with a good grace. Some, willing to pay higher prices, sought to purchase more than their fair share of restricted items from unscrupulous vendors who sold rationed goods at prices above the government imposed ceiling prices. Such "black market" dealings only exacerbated the problem of shortages.
A grocer or butcher might place a poster like the one pictured here in his front window to let customers know that they could expect him to abide by the law.
