In 1928 the National Child Labor Committee made a comparison of state child labor laws, highlighting the weaknesses and recommending reform. Minnesota's laws were primarily criticized for permitting children under the age of 14 to work, and for providing no regulation of potentially dangerous occupations for minors aged 16 to 18.
