Civilian-owned, the United States Merchant Marine is responsible for moving cargo and passengers between countries and within the United States. During World War II, its members were considered military personnel, and they suffered a higher percentage of war-related deaths than any other U.S. service. The Victory Medal was earned by any merchant mariner who served at least 30 days between December 7, 1941, and September 3, 1945.
